Military Personnel Flight

There is currently an Air Force level issue where some users are receiving the following log-in error, “The revocation status of the smart card certificate used for authentication could not be determined.” This specific message DOES NOT require users to get a new CAC Card. The 325 Communications Squadron has recommended restarting the computer several times or disconnecting the Ethernet cable and logging in to remedy the error.

At the recommendation of Defense Manpower Data Center (DMDC) and in response to COVID-19 and Tyndall’s Restriction of Movement order, the Military Personnel Flight will be abiding by all exemptions to policy pertaining to issuance of Uniform Services IDs (USID) and Common Access Cards (CAC). In addition, DEERS enrollments and updates should be done remotely via fax, email, online, or by mail. The DMDC graphic below will provide an inclusive list of exemptions and resources for DEERS actions.

We appreciate your patience and understanding during these times of limited services. This information will be shared with base agencies that require ID card verification for services, such as the Commissary, BX and SFS to ensure unhindered access. To alleviate confusion, we recommend members with expired IDs hand carry a copy of the DMDC graphic.

Important Exemptions to Policy Implemented in Response to COVID-19 from DMDC

  • USID (Foreign Affiliates, Reserve/Guard IDs, Dependent IDs, Retirees IDs)

Expiration dates: temporary policy guidance at the reference for Uniformed Service ID (USID) cards that expired between January 1, 2020 and July 31, 2021 will be extended only, through:

  • Aug 31, 2021 for all Foreign Affiliates and their dependents; and
  • Oct 31, 2021 for dependents of the U.S. Military (AD, RES, ANG); and
  • Jan 31, 2022 for Retirees and their dependents, and other populations.

Common Access Card (CAC)

    • Requesting family member DEERS enrollment and other DEERS updates remotely by eMail, Fax, Online, or Mail

    Types of Services

    Required Identification for New or Renewal IDs

    Customers 18 years & older must have TWO (2) government and/or state issued forms of identifaction (ie: Driver’s License, Birth Certificate, Social Security Card, Passport) to receive a new CAC/Dependent/Retiree ID card. One form MUST be an unexpired photo ID. Badges and school IDs will not suffice.

    All documents presented to the ID card office must be originals or certified copies.

    Lost, Stolen, Or Confiscated ID Cards

    For military members and civilian employees, the memo must be endorsed by the squadron commander or designated representative. For contractors, the memo must be endorsed by the contractor’s Trusted Agent (TA).

    Eligibility Requirements

    • Retirees: Must have TWO (2) government and/or state issued forms of identifaction (ie: Driver’s License, Birth Certificate, Social Security Card, Passport). For Initial Retirement ID card, ID cards will be issued no earlier than 120 days prior to member’s retirement date; please provide Retirement Orders or DD Form 214 (Copy 4).
    • Reserve/National Guard Retirees: Orders/Letter transferring to Retired List and authorized retired pay. If Medicare eligible, must present Medicare Card.
    • 100% DAV: Provide letter from Department of Veteran Affairs showing member as an honorably discharged veteran rated as 100% service connected, authorizing Commissary store and Exchange privileges and DD Form 214 (Copy 4).
    • DoD Civilian: Must have two (2) forms of ID as listed above. All data must be previously input through Civilian Personnel Center (CPAC/CPO) Members deploying must have a DD 2365 or LOA. Members retiring must have a SF 50 or memorandum from Civilian Personnel.
    • DoD Contractors: Must have two (2) forms of ID as listed above. All data must be previously input and verified through the Contractor Verification System (CVS).

    Pin Re-Set/Blocked CAC

    The CAC must be with the individual to be reset. To unblock/reset your CAC card, please have a 6-8 digit PIN number (of your choosing) ready when you come in.

    Adding a Spouse to DEERS

    For INITIAL enrollment of spouse, you must provide the marriage certificate, spouse’s social security card and one form of photo identification. All documents must be originals or certified copies. Spouse must be present to have the ID card issued.

    If your spouse is a foreign national, the sponsor must provide a marriage certificate and birth certificate. All foreign documents must be translated in English by a certified translator.

    MIL-TO-MIL

    Couples must provide marriage certificate, spouse’s social security card, and spouse must provide one form of identification.

    Removing a Spouse From DEERS

    Sponsor must provide the Certified Original or Court Certified Copy of the Divorce Decree or Death Certificate.

    Adding a Child to DEERS

    When adding a child to DEERs, the sponsor must have the following documents for the child: Birth Certificate or Verification of Birth Facts (signed by physician or designated representative) & Social Security Card. If a stepchild is being added, the Marriage Certificate is also needed.

    Full-Time College Students

    College students (ages 21 – 23) must provide the following: Letter from registrar’s office (school letterhead required) or the National Clearinghouse showing full-time status & graduation date in an Accredited Institution for Higher Learning in pursuit of an Associates Degree or higher.
